ALLIANCE CITY MANAGER APOLOGIZES FOR OUTAGE; OUTLINES CONTINUED UPGRADES

Today, April 22, the City experienced a power outage. The outage was caused by damage to an arrestor at our Broadwater Substation.

We are obviously disappointed by this outage as the loss of power deeply impacts everyone, especially coming on the heels of the major storm two weeks ago, and we apologize for the inconvenience it caused.

Since I arrived here, we have been working hard to fix a host of problems th
at previously existed on our electric grid. Most everyone knows that the City has been working at system-wide improvements to improve reliability.

Highlights of work already completed include:
• CODY Substation rebuild is COMPLETE as of 4/19/13!
• Required CLEAN AIR ACT upgrade to generation units.
• Implementation of Secondary Metering
• Replacement of reclosure devices per recommendation by Engineers for System Reliability
• Re-calibration of system protection devices (this has significantly reduced the number of nuisance trips in system)

Things yet to do:
• Establishment of SCADA system (which will provide us with instant intelligence on faults causing outages)
• 115 kV WPA bypass switch (will provide redundant power source)
• BROADWATER Substation Breaker replacement (could not be completed until CODY rebuild was finished)
• EMERSON Substation Breaker replacement (could not be completed until CODY rebuild was finished)
• 10th STREET secondary and 1 feeder Breaker replacement (could not be completed until CODY rebuild was finished)

We are not there yet, but we continue to strive to improve.

Faults on lines can be caused by a wide variety of things and we will probably never be able to altogether eliminate every type of outage.

Please accept our apology and our commitment to continue our efforts to do all possible to make our electric system reliability the best it can be.
